July 21, 2017 Nominations for Board of Directors Hebrides Members,
The Nomination Report for the 2017 - 18 Board of Directors is posted in the Members Area of the website.

You are reminded that the Annual Meeting of the Hebrides Homeowners Association will take place this Saturday (July 30th) starting at 5:00pm in the Clubhouse. We would ask that you get there early in order to register for the meeting. The Meeting Handout and Proxy Form are also listed there. A limited number of print copies will also be available at the door.

July 9, 2017 Notice of Information Meeting July 15, 2017 12 noon in Clubhouse The HHA Nomination Committee invites you to share your suggestions and comments regarding Board of Director recruitment. Under consideration are varying term lengths, i.e. election of members to more than one year term, as is the current practice. This change would allow for continuity and retention of memory from year to year.

June 30, 2017 Pool status The pool skimmers have been installed, the pool is being filled, the pump and filter are running, As soon as we have clean test results on water samples the pool will be opened.

The News/Events heading now contains current items and those posted in the last year back to June 2016. A ‘View Archived’ heading has been added containing items posted prior to June 2016.

June 16, 2017 Pool Opening Delayed Opening of the pool is delayed pending the completion of the required startup process by the contracted pool company. We are continuing to communicate with them in an effort to reschedule the original agreed upon date for this work.

April 21, 2017 Hebrides Opening Welcome to the opening of the Hebrides for 2017.
The road has dried out enough to be driven on. When traveling to the island please stay to the right hand side at the Y as the left side is still very soft. The well has been shocked, flushed and tested. Results came back with zero bacteria. The Hebrides will be opening on Saturday April 21, 2017

It has been found that people are accessing the Hebrides by unscrewing the gate bolt from the wooden post, leaving the chain and bolt on the ground and not securing the gate. The gate will be repaired. Please use the combination lock and secure the gate if you are accessing your property. The combination for the lock is posted on the website under the members area. January 31, 2017 Passing of Anne Foster We have learned that Anne Foster, one of the earliest members of our Hebrides community, passed away on Wednesday, January 25, 2017 in Arizona. In the early years, Anne’s cottage was affectionately known as the ‘pink cottage’ on the island.
Our heartfelt condolences to son, Rick Walker, daughter, Judith and her husband David Coletti and grandson Scott Walker, who are all members of our Hebrides family.

December 2016

Summer 2016 seems like a distant memory as the winter season is now upon us. Each fall, the Hebrides is prepared for winter closedown with the completion of a long list of tasks, including general grounds clean up, hedge trimming, final grass cutting of common areas, winterizing the pool and golf course, storing equipment and machinery and cleaning the clubhouse. Thanks to Noel for doing such a great job once again!

The Special Assessment meeting held on October 5th resulted in a majority vote to proceed with three capital work projects. Work has begun on the following two:

Pool Repairs
• A new 8mm liner, set of entry steps, hand rails and concrete finish has been installed. Pool lights were removed and covered prior to the liner replacement.
• A new 2hp pool pump has been purchased to replace the old one.

Water System
• A water extraction permit was granted from the PEI government, to replace the original well that has been in service for over 40 years.
• Moore Well Drilling was contracted to drill a new well and upgrade the older well from a four to a six inch well casing. This work has now been completed.
• A 25 gallon per minute pump will be installed in the spring prior to the water system startup.

The water system has been shut down and the chain and padlock is installed across the entrance gate in an effort to prevent road damage that occurs with vehicle use in the winter months. Please check the Members Area of the website for the padlock code. As in previous years, access to the Hebrides continues to be available by other means, e.g. ATV, snowmobile or by foot/snowshoe/x-country skis. If the road is soft, and you need to drive your vehicle on the road, please use common sense to avoid road damage.

Our security person is checking the pump house on a weekly basis to ensure a consistent minimum temperature is maintained and also conducts a perimeter check of the community, especially after major storms.

Reminder: 2016 Special Assessment of $200+HST is due by December 31, 2016. Thanks to members who have already made their payment..

October 9, 2016 Special Assessment Meeting Vote Results The meeting on the Special Assessment for Capital Projects was held on Saturday, October 8, 2016 in the clubhouse at 4 pm. The motion carried. Additional information on the vote will be posted in the Members Area soon.

The Board of Directors extends our thanks to all members who participated in the vote.

October 8, 2016 REMINDER: Special Assessment Meeting Proxy Vote Members who cannot attend the Special Assessment meeting on Saturday, are reminded that you can register your vote by proxy in one of two ways:

- submit a proxy form to the HHA office in Summerside by email, fax or mail. Today, Wednesday, October 5 is the deadline for submission, or

- give your proxy form to an HHA member who will be attending the
meeting on Saturday.

September 23, 2016 Vehicle Tire Damage on Hebrides Lane It has come to the Board's attention that a few residents have experienced flat tires in the past week due to nails piercing their vehicle tires. A number of roofing shingles were found along the roadway with nails still in them, apparently the debris from a recent roof replacement. These shingles were picked up and disposed of by a resident. Later, it was also discovered that loose nails had fallen along the road, probably from the vehicle that removed the roofing debris.

In future, if you are having construction or renovation work on your property, please specify with your contractor that loads must be well secured to prevent any debris from falling onto Hebrides common properties and roadways.
Your cooperation is greatly appreciated and encouraged to prevent a potentially hazardous and costly situation.

August 1, 2016 Publication of New Book about New London Some of you may have wondered about the history of the area around the Hebrides. It may be hard to believe but the area just past the lighthouse on the northwest shore of New London Bay (French River area) was once one of the largest settlements on Prince Edward Island. A new book by John Cousins called "New London: The Lost Dream" is about to be published. It traces the lives of the first European settlers in this area 250 years ago. July 11, 2016 Call for Nominations: 2016/17 HHA Board of Directors The HHA Board of Directors consists of a maximum of seven members, elected each year at the Annual Meeting, for a term of 1 year. The Directors, from among themselves, select the Officer positions, i.e. President, Vice-President, Secretary and Treasurer and determine work responsibilities.

Further information on the duties of Directors can be found in Articles VI, VII and VIII of the Constitution and Bylaws under the 'About Us' tab on the website.

HHA members who are in good standing* and are interested in serving on the Board of Directors for 2016/17 are invited to submit their name and a brief bio to Rick Callaghan, Nominating Committee Chair by email at recallaghan@yahoo.ca no later than 4 pm Friday, July 22, 2016.

* Good standing means that all outstanding accounts, e.g. Annual Assessments, fees and fines must be paid in full at the HHA office and clearance received by the Association’s bank no later than 4 pm on Friday, July 22, 2016.
July 3, 2016 Water and Well System Update Last summer, when we performed a chemical analysis test on our two wells, it was found that our deep well showed levels of arsenic and uranium that were above the Provincial standards. Arsenic and uranium were not required testing in prior years and only recently added to the chemical test profile. It is suspected that these minerals leeched out of the bedrock entering the aquifer. The Department of the Environment required that the well be taken out of service and decommissioned. The well was taken out of service and the Board started the process of applying for a new well permit.

Over the winter, Moore Well Drilling drilled a new well with a six inch casing. In the spring, a draw down test was performed, along with chemical analysis tests. Based on these test results, a 25 gallon per minute pump was installed.

The new well was placed in service in the last week of June and is providing a flow rate of 95 liters per minute which doubles our output from the older well that was taken out of service. This increased output is beneficial for helping to meet peak demand over the summer, added pressure to the ‘island’ and new cottage development in the future.

June 27, 2016 R.I.P. Margaret Kraner (Paul Letman's mother) Our condolences go out to Paul, Cathy, Paula, Jessica and Marsha on the on the passing of Paul's mother Margaret Kraner.
Margaret passed away on Tuesday, June 21st in Clinton, PE.
Resting at the Davison Funeral Home in Kensington for visitation on Monday, June 27th from 1-2:45PM with funeral immediately following in the Davison Funeral Home Chapel.
Interment will be at Grandville Cemetery.
All are invited back to the clubhouse for refreshments and fellowship following the service.

May 2, 2016 Boil Water Advisory Lifted Dear Hebrides cottager,
We have now received the results to the water system testing and, based on the two test results in the distribution system, we are now able to lift the boil water advisory. The water sample test results are provided as separate documents in the Hebrides Members Area of the website.

April 19, 2016 Opening of the Hebrides Dear Hebrides members,
Good news. The water system has now been turned on and the road will be open later today for easier access to your cottages. However, there are some cautionary notes. First, because the water samples still need to be tested and approved by the province, the Hebrides water supply is under a boil water advisory until we have received the results. Second, since a few sections of the road are soft and wet you should avoid driving heavy or large vehicles on them (e.g., contractor’s trucks or service vehicles). We look forward to seeing you this summer.

November 3, 2015 Revised Water Shutoff Date Nov. 16th Dear Hebrides Cottagers

Revised Water Shutdown Date

The web posting of September 6 regarding the Hebrides 2015 seasonal closing dates announced the water system winter shutdown would take place on Tuesday, December 1. Due to the impending work required to upgrade the wells, it has become necessary to revise the date for the water system shutdown to Monday, November 16.

The water must be turned off in order to begin the required tests to determine if the capacity of our existing well can be increased and to locate a site for the new well. After this stage is completed, drilling and installation of the new well will commence. Timeline for completion is set for startup in 2016.

We apologize for any inconvenience caused. This was unforeseen when the initial water system shut down date was first announced. Your understanding is appreciated.

September 10, 2015 Lawn Cutting Mower Problems For those members still out at your cottages, you may be wondering about grass cutting. We've been informed that the mower deck on Owen’s tractor had the main bearings seize on Tuesday. The mower will be down until the parts come in early next week.

The Board wanted to give you a schedule on the remaining ‘Fall Closings’ to allow you to prepare for your departures for the season. As such, keep the following dates in mind:

Pool - September 8th

Gate - December 1st (a protocol for winter vehicle access will be forthcoming).

August 17, 2015 Update and Caution - Water Shutoff Monday Aug 17, 10:00am Two members are having their water curbstop valves replaced on Monday, August 17th. Therefore, the water will be shut off to the Hebrides starting at 10:00am and extending as late as 1:00pm.

If your cottage is not equipped with a back flow preventer, it would be advisable for you to turn off your water heater during the water stoppage to prevent damage to the heating element.

July 30, 2015 Update Visitation Arrangments for Long Time Member of Hebrides Dear Hebrides members,
We were deeply saddened to learn of the passing of a dear friend and member of the Hebrides Homeowner's Association, Irene MacPherson last evening, July 28 at Prince County Hospital in Summerside, PEI. Our heartfelt condolences to Wayne and family.

Visitation will take place at the Belvedere Funeral Home in Charlottetown on Sat. Aug. 1st, from 2:00-4:00pm and 7:00-9:00pm. Funeral on Sunday, 3:00pm, at St. Marks Presbyterian, 7 Tamarac Ave., Charlottetown.

Rick will assume responsibility for the Clubhouse, the Golf course and other common areas.

June 29, 2015 Exercise Classes in Clubhouse Starting June 29th Bonnie Deveau and friends have set up the TV and DVD player in the Clubhouse, and are going to start exercise classes. They will be walking to Leslie Sansome videos. They are suitable for all levels of fitness. Sessions will be held Monday, Wednesday and Fridays from 9:30 - 10:30am, starting this Monday, June 29th. All are welcome to participate!
June 20, 2015 Camp Triumph Pancake Breakfast - this Sat. June 20th Many of you know that Camp Triumph holds a special place in the hearts of Hebrides members. Come support the charity by attending a pancake breakfast and silent auction, this Saturday, June 20th, from 7:30-10:00am at Carr's Oyster Bar in Stanley Bridge. Camp Triumph is a unique camp in Malpeque for children with a sibling or parent who has a serious chronic illness or disability. Tickets are $10/adult & $6 for children under 10 yrs. June 18, 2015 Swimming Pool Open for 2015 Season The swimming pool is now open. Although the temperature is still only 21C. we are not far off our optimal summer season temperature.

June 16, 2015 Update - Water Test Results An additional test was done on a sample of water taken from Well 3 1 on Friday, June 12th. Samples were taken from 2 cottages (76 Skye Lane and 413 Hebrides) and both tests came back with a zero reading for coliform bacteria and Ecoli. Well # 2 was sampled again and showed the same reading of 2 for background coliform but this was prior to any treatment system. As noted in the update on June 10th, well # 2 has not yet been started up for this season.
June 10, 2015 Water Results Back - Precautionary Boil Water Advisory Lifted The results of the water testing from Well #1 (the only one operating at the moment) have come back with a zero (0) coliform bacteria count and no Ecoli. Therefore, the precautionary boil water advisory has been lifted. Well #2 is currently not on-line at the moment. Tests on it came back with a two (2) total coliform count and no Ecoli. This was prior to it being treated by the UV light and chlorination system.

May 15, 2015 Improvement in Road Conditions For those members who still may wish to salvage some of the long weekend at the Hebrides, the road conditions have improved considerably in the last couple of days. There is now only one snow drift and it is only partially covering the left-hand side of the road. Cars seem to be going through on the right-hand side without too much trouble. If the road continues to dry, most cars should be able to get through by tomorrow (Saturday). We would caution you to still not drive larger trucks or construction vehicles through at this time.
May 14, 2015 Water System On, Etc. Dear Hebrides cottagers,
The water system has now been started, although there may be some hiccups as a result of possible leak(s). As a reminder, and as is the case every year, the water still needs to be tested. This testing will be conducted in later May as more cottagers return and water usage has increased. Until the water is approved for drinking, you may wish to take standard precautions by following the ‘boil water’ advisory instructions as set out by the PEI Dept. of Environmental Health (see ‘PEI Environmental Health Water supply...’ document in the Association Documents section of the website, or a similar notice at http://www.gov.pe.ca/photos/original/qts_BWA.pdf.)

May 12, 2015 Opening of Front Entrance and Water Dear Hebrides cottagers,
We know that many of you are anxious for news on the opening of our cottage community. As you may know, PEI received 18 feet of snow this winter (that is not a misprint) and has now experienced one of the coldest Spring’s on record. Almost everything on the island has been delayed opening by 1-3 weeks, including the ferry, golf courses and parks, lobster fishing season and the opening of many other cottage communities. So we are not alone. Despite the continuing colder temperatures, conditions on the Hebrides are improving. Most of the snow has disappeared around cottages and water lines, and long sections of the roads are clear and dry, albeit a little soft in places. Unfortunately, we still have three pesky snow drifts blocking Hebrides Lane about half-way between the entrance and Skye Lane. As of Sunday, May 10th, two of these drifts were still up to 3 feet deep . As they melt and the snow on either side of them also melts, they continue to create ponds at either end of the road. Given the saturation of the roads at these areas, the professional advice we have been given is that it does not make sense at this stage to plow them away. Even if they were plowed, the snow at either side would just replenish the road with water. As of Sunday, May 10th, the road was still impassable to most vehicle traffic beyond this point. However, the Board realizes that some cottage owners may want to open up their cottages this upcoming long weekend. Therefore, starting this Thursday, May 14th, the chain across the front entrance will be removed. Maintenance in the pump house is starting today and, if all goes well, we expect the water to be running through the lines on Thursday as well. You should have no trouble driving in to the first snow drift where you can park your cars and proceed on foot. We strongly advise that you do not attempt to drive across the snow drifts in your vehicle. If you wish to do so, it is at your own risk and you will be solely responsible for any damage to your vehicle or towing costs. Barriers will be erected on either side of the road just before the first snowdrift to prevent vehicles from damaging cottage owners’ properties along this section of road. Although we recognize that this is still inconvenient to those cottage owners who have properties past this point in the road, it does allow people slightly better access to their cottages, and full access for those cottagers on Hebrides Lane up to the first drift. Although it is raining today and tomorrow the period from Thursday, May 14th to Monday May 19th is supposed to be sunny and dry. We hope that this melts the remaining snow and starts drying up the rest of the road. Thanks for your patience.

May 8, 2015 Latest Update on Road Conditions – as of May 6th The following observations regarding the road conditions at the Hebrides are based on a visit on May 6th by Gary Ogle from Island Cottage Services. He notes that the roadway is starting to look very good in most places, especially from the causeway onwards. This is likely due to the shale that was put in last year and the fact that traffic has been kept off this area while it has been drying. Unfortunately, as we have reported previously, the biggest problem area is a stretch of Hebrides Lane ending just before the intersection at Skye Lane that is still covered with compressed snow and ice. Even those areas where the snow has melted are so soggy that it would be impassable if opened to car traffic. When asked about whether clearing this with a plow or tractor might help, he replied that it might speed up the process by a few days but would leave behind damage to the road that would require extensive grading and leveling and would still not take away the standing water. Since access to curb stops throughout the community is required to make the water system fully operational, this also can’t be done until the road is drier.
We are all anxious to open up our cottages. However, we ask that you remain patient for a little while longer as ‘Mother Nature’ loosens her grip on our community.
May 3, 2015 Timing of Turning on Water System Our water systems operator (Mr. Alan Nesbitt) has advised us that it will be at least another week before he is able to turn on the water system given the slow pace of snow melt. We will keep in touch with Alan and keep you informed of any changes.
April 26, 2015 Update on Weather and Road Conditions at Hebrides In the Spring 2015 Update, we promised to keep you informed about road and weather conditions at the Hebrides. As of April 25th, there are bare patches of road throughout Hebrides and Skye Lanes. However, large long drifts are still blocking most of the community to car traffic. In addition, the entrance is still blocked by snow 2-3 ft. deep. Unfortunately, the weather forecast for this week suggests temperatures will not exceed 5 degrees Celsius, meaning the melting process will continue to be slow. In fact, as I write this message, there is a light snow/freezing rain falling in Charlottetown. We'll continue to keep you updated.

March 28, 2015 Spring 2016 Update Dear Hebrides Homeowners,

Spring is arriving in the Hebrides and this means planning is underway to begin opening our community for the 2016 season. Here are some of the activities that will be taking place in the upcoming weeks.

Water System Start Up
It is anticipated that the Hebrides Water Operator will begin the startup process during the last week of March. Keep in mind that it could take up to 2 weeks for the system to be fully activated. Hopefully, if all goes well, the water could be ready to be turned on during the second week of April.

A number of activities must be completed during this timeframe. For example, the pumps need to be primed, water chlorinated, samples obtained and sent to at the Provincial laboratory for testing. Once the test results are approved by the Province, the water system will be fully operational which means you will have access to water in your cottages.

Gate and Roads
The chain and padlock will remain in place at the gate as the road is still very wet and soft. While members can continue to access the Hebrides, we ask that you not drive your vehicles on the roads until they are firm and dry. Road conditions will continue to be monitored on a weekly basis.

Announcements and Reminders
· We are happy to announce the return of our Noel Foster to the maintenance staff position for the 2016 season. Noel will begin his duties on May 16.

· Hillcrest Housing will be providing grass cutting services for another season beginning the week of May 16. Members are reminded to ensure properties are clear of debris to allow for grass cutting.

· Annual dues invoices will be emailed the week of April 11. Members planning to rent their cottage during the season are reminded to register with Karen Gallant no later than June 1.

Note that there will be no grass cutting of lots during the week of Aug. 4th-8th. This is due to the slowdown in growth from the dry weather. Also, we have been informed that the mower has broken so there will be no more mowing for the rest of this week.

June 30, 2014 Water Pressure and Swimming Pool Dear Hebrides cottagers,
Some of you may have been experiencing a decreased water pressure over the past couple of days. One of the pumps was down but we should have both pumps up and running again within a couple of hours. Unfortunately, the loss of water pressure means that the final cleaning of the pool will likely not be completed by the Canada Day BBQ. Although it is chemically ready and balanced for swimming, with the one pump down we haven't had sufficient water to complete the cycles of vacuuming, backwashing and rinsing that need to be done to get the pool crystal clear. This has been as frustrating for us as it has been for you and we apologize for this inconvenience.

June 26, 2014 New Water System Installation & Interruptions June 26, 27 Upgrades to the water system, including the installation of new UV lights and a chlorination system, will take place this Thursday and Friday (June 26th & 27th). June 12, 2014 Water Shut-Off June 12th morning Water will be shut off to cottages on Hebrides Lane beyond Skye Lane (on causeway and around the island) tomorrow, June 12th, during part or all of the period from 8:00am to noon. June 9, 2014 Tread Lightly on the Golf Course Greens Some of you may have noticed the golf course was open on the weekend. The new grass is just starting to come in on the greens and so we ask that you tread lightly when you are on the greens.
June 9, 2014 Update to Repairs on Clubhouse The repairs required to the clubhouse are more extensive than at first believed, including the need to replace some of the windows. Therefore, the new expected date for the opening of the clubhouse is the week of June 23-27, the same time as the opening of the swimming pool.

June 2, 2014 Update - Opening of Golf Course Last week the greens were aerated, rip cut, overseeded and topdressed. The hole and tee box positions have also been changed. A small area around each green was fertilized. After all this work the greens will need to have water on them to ensure they are in good shape. If we don't get rain by the end of this week, Noel and Brendan will water the greens. Either way, the golf course is now scheduled to be open on June 7th. We look forward to seeing you out on the 'links'.
May 16, 2014 Clubhouse Closed for Repairs Many of you are aware that the siding on the clubhouse is being repaired. Those repairs have required workers to work both inside and outside the building. Inside the building, electrical cables and equipment are on the floor. For safety reasons, the clubhouse will remain closed during the repairs. This may last up to three weeks. Thanks for your patience as this work is completed.
May 15, 2014 NOTICE - Water Test Results and Status of System Upgrade We have now received the results from two water tests on the Hebrides well and both show that there is no measurable bacteria in the system (i.e., results of 0.0). Also, we have received provincial government approval for the engineering plans and authorization to install the UV lights and the water chlorination system. This will be done as soon as possible. There should be little or no disruption of your water supply during this upgrade.
May 5, 2014 Update - Maritime Electric has NOT Completed Repairs Despite being told otherwise by Maritime Electric, the power lines that were damaged have not yet been repaired. Power is on throughout the Hebrides except in those few places with problems. We have now been told that they should be repaired within the next few days. We will update you when we have more information.
May 4, 2014 Appointment of New Board Member We are pleased to announce that, effective immediately, Eileen Callaghan has been approved to join the Board of the HHA as an at-large member. Eileen brings a wealth of experience to the role.
April 25, 2014 Revised Access Date to Hebrides Community Monday April 28th After careful consideration, the Board has determined that the chain at the front gate to the Hebrides community will be taken down on Monday, April 28th. Despite this decision, and as noted in the Spring Update, sections of the road are still soft and can be damaged by heavy construction or service vehicles over the next two weeks. Therefore, in the interests of the community as a whole, you are asked to delay or reduce your driving on the road during this time and avoid scheduling any work that would require heavy construction or service vehicles for the next week or so. We also expect that the water will be turned on by the time the road is open.

Maritime Electric has inspected the damage to the power system and has shut power off to those cottages affected by downed lines or poles that are leaning. However, electricity should be on in the rest of the Hebrides. Maritime Electric is delaying sending in their heavy trucks because of the damage they know these trucks will cause to the roads. If your cottage is one of those affected by power line damage you may wish to speak directly with Maritime Electric. Bell Aliant is also reluctant to repair phone lines until Maritime Electric has finished their work.

April 23, 2014 Update to Caution - Downed Lines at Hebrides Given the downed power lines at the Hebrides, Maritime Electric will be on site over the next couple of days. In order to allow them to work safely, the electricity to the entire community will be shut off. Bell Aliant will be coming up to take a look at damage once the power situation has been resolved. Spring 2014 Update



Spring is finally arriving for most of us. However, it is a little slower in arriving on PEI. The extreme cold and mounds of never ending snow (as recent as the beginning of April) is causing delay in opening the Hebrides for the season. Hopefully, as the temperature begins to climb, conditions will improve.

With this in mind, there are several items that the Board would like to draw to your attention:

Currently the road continues to be inaccessible to vehicles as there are still snow drifts at the gate and along portions of the road. These conditions are being monitored closely and updates will be posted on the website as they become available. At the very latest, the road will open on Friday, May 2. If the road conditions improve dramatically over the next two weeks there is a possibility of it opening earlier than this date.

Once the road does become accessible, it will be very wet for a period of time. Our road contractor recommends that traffic be limited for a few weeks to allow for drying. If you could delay or reduce your driving on the road during this time, it would greatly contribute to improving its overall condition. We are also requesting that no heavy construction or service vehicles use the roads until the surface dries.

No firm date is set as yet for the water system to be turned on due to road accessibility. Once the water does get turned on, it will need to be treated and tested. This testing will take place in later May when water usage is increased as more cottagers return. Until the water is approved for drinking, you may wish to take precautions by following the ‘boil water’ advisory instructions as set out by the PEI Dept. of Environment.

As you will recall, late last summer the Hebrides did experience a ‘boil water’ advisory for a number of weeks. The PEI Dept. of Environment strongly advised that a chlorination system be installed to ensure our water is safe now and in the future. Over the last number of months, a plan for the system was drawn up by a contracted engineering company and submitted to the Dept. of Environment for approval. It is now in the process of being reviewed. When approval is granted, the work will be scheduled to install the chlorinator. The approved plan consists of 2 phases: phase 1 in 2014 will include the installation of the chlorination and a flow meter which measures pressure and flow. Phase 2 will begin in 2015 and will consist of digging a new well.

Due to the nature of this project, the Board feels it is important for our members to learn more about our new water system. We will be holding an information session on Saturday, July 13 at 4 pm in the clubhouse. A representative from the Dept. of the Environment will attend to explain the project and answer any questions you may have.

We are very pleased to welcome Noel Foster back to the Hebrides as our maintenance man again this year. Noel will begin working in the week of May 12 and Owen from Hillcrest will begin cutting the grass at this time as well, weather permitting. Please ensure your lot is cleared of any winter debris and is ready for cutting. An application to hire a summer student has also been submitted to the provincial government. It will likely be late May before we hear back.

The clubhouse will receive new vinyl siding and any structural damage will be repaired as necessary. This work is scheduled to begin in late May.

You will have already received your invoice for payment of your annual dues by email this year in an effort to reduce mailing costs. Prompt payment is much appreciated as it provides cash flow when most needed. To remain in good standing, payment in full must be received by July1.

Until the water is approved for drinking, you may wish to take precautions by following the ‘boil water’ advisory instructions as set out by the PEI Dept. of Environment.

As you will recall, late last summer the Hebrides did experience a ‘boil water’ advisory for a number of weeks. The PEI Dept. of Environment strongly advised that a chlorination system be installed to ensure our water is safe now and in the future. Over the last number of months, a plan for the system was drawn up by a contracted engineering company and submitted to the Dept. of Environment for approval. It is now in the process of being reviewed. When approval is granted, the work will be scheduled to install the chlorinator. The approved plan consists of 2 phases: phase 1 in 2014 will include the installation of the chlorination and a flow meter which measures pressure and flow. Phase 2 will begin in 2015 and will consist of digging a new well.

Due to the nature of this project, the Board feels it is important for our members to learn more about our new water system. We will be holding an information session on Saturday, July 12 at 4 pm in the clubhouse. A representative from the Dept. of the Environment will attend to explain the project and answer any questions you may have.
April 16, 2014 Road Accessibility Spring 2014 Currently the road continues to be inaccessible to vehicles as there are still snow drifts at the gate and along portions of the road. These conditions are being monitored closely and updates will be posted on the website as they become available. At the very latest, the road will open on Friday, May 2. If the road conditions improve dramatically over the next two weeks there is a possibility of it opening earlier than this date.

Once the road does become accessible, it will be very wet for a period of time. Our road contractor recommends that traffic be limited for a few weeks to allow for drying. If you could delay or reduce your driving on the road during this time, it would greatly contribute to improving its overall condition. We are also requesting that no heavy construction or service vehicles use the roads until the surface dries.

Happy New Year to everyone!
Here are some Hebrides activities that have taken place since the end of summer 2013:

o The 2013 season drew to a close with the completion of a long list of tasks, including the general grounds clean up, final grass cutting, winterizing the pool, golf course, equipment, storing machinery and cleaning the clubhouse. Thanks to Noel for doing such a great job!

o In November, a storm with accompanying strong winds blew several of the solar panels off the clubhouse roof causing some damage. The roof was sealed to get us through the winter and permanent repairs are scheduled for the spring. Also, the clubhouse will also receive some very much needed new vinyl siding.

o The water system was shut down in early December. As we did last year, a security person has been contracted to check the pump house on a weekly basis to ensure a consistent minimum temperature is maintained. He also provides a perimeter check of the Hebrides, especially after major storms. So far, so good!

o The chain was placed across the entrance to the Hebrides in mid-December in an effort to prevent the severe and costly road damage that occurs annually. As in previous years, access to the Hebrides during the winter continues to be available by all other means, e.g. ATV, snowmobile or by foot/snowshoe/x-country skis. Once we have had a chance to assess the road conditions in the early spring, we will be in a better position to let you know the reopening date.

o Work continues in preparation for the installation of the new water chlorination system. The contracted engineering firm has completed the drawings for the system and they are being submitted to the PEI Department of the Environment for approval.

o From all reports received, the Hebrides and the entire Island has seen its share of snow this year.

December 2, 2013 Winter Update The members of the HHA Board (Myrna, Barb, David, Rick, Ralph and Jim) wanted to let you know that the water system will be shut down sometime this week. In addition, posts and a chain across the road are are going to be in place at the front entrance to the community effective Monday, December 16th. As reported in an earlier message, this closure to vehicular traffic during the winter months is to prevent damage to the road when freezing and thawing occurs. The New London Fire Department has access should the need arise.

October 9, 2013 Boil Water Advisory lifted Good news! The Department of Environment has lifted the Boil Water Advisory for the Hebrides based on 2 sets of water samples that passed recent testing. However, they have stipulated that the chlorination must be installed and operational prior to start up in 2014. The Board is continuing to work closely with the Department of Environment to ensure that the installation is completed by that time. October 3, 2013 Further Update to the Water Issue Many of you may be wondering about the status of the water situation. Since our last message sent and posted on Sept. 14th, the project has become more complex than originally expected. The Board is continuing to work with the provincial Department of Environment who have recommended that we hire an engineering company to design and draw up plans for the water / chlorination system to ensure we are meeting current standards. This is not an off the shelf purchase. Making sure we have a water system that meets Provincial standards is the Board's number one priority. We are fortunate to have the guidance and advice of our resident member water expert, Dean Stewart. A big ‘thank you’ to Dean for his ongoing commitment to this project.


Water samples were collected yesterday (Oct. 2nd) for analysis. Results will be posted as soon as they are received. In the meantime, we are still on a Boil Water Advisory.

September 16, 2013 Passing of Leo Peters We are saddened to learn of the sudden passing of Leo Peters on Sunday, September 15, 2013. Many homeowners remember Leo as our first Hebrides maintenance person, a position he held for a number of summer seasons. Our condolences to Leo's brother Joe, as well as Cathy and the Peters family. No details on funeral arrangements are available at this time.
September 14, 2013 IMPORTANT UPDATE Water Issue Sept. 14th Hebrides Water Update - September 14th, 2013

The Board met with Mr. Morley Foy, Compliance Engineer from the PEI Department of Environment, and Dean Stewart on Thursday Sept. 12, 2013 to discuss the bacteria issue in the water system.

The Compliance Engineer explained that the Hebrides is considered to have a large water system. In fact, it is larger than some PEI municipal systems.

It was strongly recommended that the Board take action quickly in the following ways:

1. The water system should be upgraded to a higher and safer standard by installing a chlorination system.
2. A plumbing company, employing certified water operators, as per PEI Department of Environment standards should operate the system under contract.
3. Flush valves should be installed at strategic locations along the system.


It should be noted that if our community was a municipality, we would be required to upgrade to a chlorination system and also that almost all municipalities, including Charlottetown, are on a chlorination system. The Board accepts and will implement these recommendations as soon as possible. We have begun the process of obtaining quotes for the purchase and installation of a chlorinator and to seek a contract for an operator to manage the system. In addition, this issue has prompted us to start developing consistent guidelines for homeowners to use whenever the water system may be affected due to new construction and/or curb stop replacement.

It may be a few weeks before the chlorination system is operational and the necessary testing is completed. In the meantime, the Boil Water Advisory remains in effect. You may ask why we don’t shock the system once again in the interim period. The Board decided not to do this both because of the cost (estimated at between $1,000 and $1,500 every time it is shocked) and because the time needed to test and get results to the water tests would take the same several week period.

Your patience and understanding is appreciated as we continue to resolve this issue.

September 11, 2013 September 11th Update to the Water Issue The Board is continuing to deal with the bacteria issue. The Department of the Environment has provided some options, both immediate and for the long term, that require careful assessment before decisions are made on how best to proceed. The Board will be meeting on Thursday, September 12 to determine a course of action. Further information will follow.
September 6, 2013 Further Update to the Water Issue The initial water tests came back with low levels of bacteria detected at the far ends of the system, specifically at the far end of the "island" and at the end of Skye Lane. We are waiting to hear from the Province of PEI as to how to best address this result. In order to exercise caution, we will remain on the Boil Water Advisory for now. We will inform you as soon as there is any change in the status of the water supply. However, you should be advised that there is a possibility we may be forced to remain on a Boil Water Advisory for the rest of the Fall season. Thank you for your continued patience.
August 29, 2013 Update to the Boil Water Advisory The disinfection of the water system has now been completed. The smell of chlorine may linger for a period of time. The next step is to have a minimum of 2 water samples collected and analyzed. Given the upcoming long weekend, it could be the end of next week before we have results. Disinfection Notice
Due to elevated total coliform bacteria levels at certain points in the Hebrides water distribution system the water lines need to be disinfected and flushed. This involves introducing a bleach solution into the distribution system to eliminate any bacteria that are present. Starting tonight you may notice a chlorine or bleach smell in your water. Please limit your use of the water from approximately 8pm this evening (Aug 28, 2013) until 10 am tomorrow morning. You may flush toilets and do dishes but you may want to avoid bathing, showering or doing laundry during this time. Until further notice, please also follow the guidelines detailed in the bacterial contamination notice listed below and posted on the Members Area - Association Documents.

Samples from both wells and the main water line after the ultraviolet treatment system were clear of any bacteria. The bacteria present in the distribution lines may be a result of recent maintenance done to the system. The disinfection is necessary to “clean” the lines. We appreciate your patience in this matter.

GUIDELINES/RECOMMENDATIONS FOR A BOIL WATER ADVISORY:

DRINKING WATER & FOOD PREPARATION
• Bring all drinking water to a rolling boil for two (2) minutes. Do not rely on automatic shut off kettles as they do not boil the water long enough to be safe.
• Boil all water used for: washing fruits or raw vegetables, ice cubes, brushing teeth, preparing baby formula, making juices, preparing tea or coffee
• Bottled water is acceptable for use.
• Do Not use point-of-use treatment filter devices that fit onto taps as they do not eliminate bacteria.
BATHING
• Those taking showers should be careful to avoid any oral intake of water.
• To disinfect water for bathing, add one (1) ounce (30 ml) of 5.25% household bleach to an average sized tub half filled with water, mix and let stand for 15 minutes before bathing
HAND WASHING
• Wash hands with boiled/bottled water
OR
• Thoroughly wipe hands with an alcohol-based antiseptic wipe
• Apply a liquid hand sanitiser to hands
• Immerse hands in water disinfected with liquid household bleach (1tsp./1 litre water) for a few seconds
DISHWASHING
• Dishes may be safely washed in hot water and dish detergent. Once dishes are washed, fully rinse and then treat the dishes by soaking for a minimum of 2 minutes in a solution of one (1) ounce (30 ml) liquid household bleach to 3 gallons of water (approx. 14 litres) - an average sink full of water.
• Residential dishwashers may be used by adding one (1) ounce (30 ml) of liquid household bleach to the final rinse cycle. If you are unable to determine the final rinse cycle, then soak the dishes as outlined above.

August 27, 2013 Water Pressure Problems We are currently experiencing reduced water pressure as a result of shutting down one of the two wells. Reduced pressure is more noticeable for residents who are furthest away from the pumphouse.

There was a mechanical problem with one of the pumps which has now been repaired. The required water tests are now being conducted. Upon receipt of favourable test results, which will not be available until the afternoon of Friday, August 30th at the earliest, the well will be put back in operation.

July 30, 2013 Annual Meeting Information and Preliminary Outcomes The Annual Meeting of the Hebrides Homeowners Association was held on July 27th, 2013. Quorum was achieved and the meeting proceeded. The package containing the materials presented at the meeting is available in the Members Area of the website in a file titled "HHA Annual Meeting 2013 Package". Paul Zebroski's Year End (Dec. 31st, 2012) Financials were presented verbally at the meeting and are now available on the website under the heading "Financials Year End Dec31 2012". The draft minutes of the July 27th, 2013 meeting will be made available at a later date. However, in the interim, you should be aware that the motion to increase the annual dues by $150 beginning in 2014 did pass by a vote of 81-20 (including proxies).

Finally, the key system on the clubhouse has been changed to improve security. In the near future, the code to access the clubhouse and pool will soon be changed. Several days prior to the change, the new code will be provided to you in the Members Area of this website and by a group email.

July 23, 2013 Annual Meeting Budget Projections and Notes As promised at the recent Budget Information Session, please find a three-year budget projection under the "Members Area" of the website. The documents are titled 'Annual Meeting 3 Yr Budget Final' and 'Annual Meeting 3 Yr Budget Notes Final'. This budget projection is based on the motion that annual assessment fees be increased by $150 starting in 2014. July 16, 2013 Vandalism at Hebrides Pool - Your Help is Requested Vandalism at Hebrides Pool - Your Help is Requested: Late Saturday night/early Sunday morning (July 13th/14th) and then again on Monday evening (the 15th), several of the orange deck chairs were thrown into the swimming pool. This vandalism has the potential to damage the pool liner and result in an expensive repair bill. Although we are reviewing the security tapes to determine who may have done this, if you have any information regarding these incidents please forward it to any member of the Hebrides Board.
July 16, 2013 Background Information on Hebrides Finances and Reserve Fund An overview of the Association's current financial situation was held on Saturday, July 13th in advance of the vote to increase the annual dues at the Annual Meeting on July 27th. For those members unable to attend that meeting, we have now posted the documents presented at that meeting on the HHA website in the 'member' section.

We trust that this information provides a clear understanding of the financial challenges facing the Association now and in the coming years. Thus, the need to increase our annual dues beginning in 2014. The board unanimously supports this motion for the following reasons:
• Annual operating costs for such items as fuel, services, wages, equipment repair and HST continue to increase and our current budget cannot sustain these additional costs.
• Costs associated with maintenance of the road, to say nothing of providing an upgraded road, continue to increase.
• Much of the community infrastructure that we take for granted, including the clubhouse, pool, golf course, tennis court and other recreational facilities are now approximately 40 years old and are continuing to depreciate. Without sufficient funding in the operating budget to pay for the maintenance of these facilities (e.g., saving for a new roof and siding on the clubhouse), members will face more costly repairs in the future.
• At less than $27,000 and not increasing, the HHA reserve fund is much too small for a community our size and age.

May 31, 2013 Results of Water Testing After water testing, all six samples collected came back clear of any bacteria and the water is therefore suitable for use.
May 17, 2013 Water Chlorination and Testing The water system in the Hebrides will be chlorinated and flushed this Saturday afternoon (May 18th). You may smell chlorine in the water until it dissipates in a day or so. The water will then be tested during the week of May 19th. Results of the test will be posted to this website when received sometime in early June.
April 30, 2013 No Clean Up Day in 2013 Good news - the Board of the HHA met recently and decided that we will not be holding a Clean Up Day in 2013. A decision was made last year to use the maintenance person we employ every year to prepare the clubhouse, pool and surrounding common areas for the season. We are following through on that decision. Thanks to all those who have helped on Clean Up Days in the past and we look forward to seeing all of you in the clubhouse, in the pool and on the golf course.
April 30, 2013 Update on the Hebrides Water System As you know from the Spring Update, the water system has been turned back on. Given the late start to Spring, some homeowners might find that there is still frost in the ground and waterlines leading from the main to your cottages may still be frozen. Hopefully, with the warm temperatures forecasted for the next week, the ground will warm-up and thaw. As more people start returning we will shock the wells and flush the water lines. As of today the water has not been tested. We will test the water quality as soon as people start to turn their water on and we can flush the lines. Although this is the first year that we have completely shut down and winterized the entire system, it is nothing new for the sections of the waterline past the causeway.

Responsibilities: Roads & Water
April 24, 2013 Seaweed on Roads For those of you who have been out to the Hebrides recently, you will have noticed that we have seen an accumulation of seaweed covering parts of the road and in other common areas. We have contracted with an individual to remove this seaweed. It will be hauled away as soon as it dries out to the point that we don't cause more damage to the roads by removing it. Removal of seaweed and other debris on the lots of individual homeowners is the responsibility of the homeowner and has to be removed by late May when grass cutting begins.

Spring is finally here and that means the Hebrides is calling to us! It won’t be long before we are back there for another great summer. From all reports, the winter, while long, did not do any major damage.

Your 2013 annual dues invoice will be mailed to you shortly. The increase in 2013 is solely due to implementation of the 14% Harmonized Sales Tax (HST) charged by PEI. We would appreciate payment as soon as possible as the operation of the Association depends on this income. Monday, July 15 is the deadline for full payment of dues.

As we begin our 2013 season, there are several items that the Board would like to draw to your attention to:

• Reports indicate that the roads are in good condition, although the surface remains soft. Our road contractor recommends traffic be limited for the next few weeks to allow for drying. If you could delay or reduce driving on the roads for a short time, it could be a real pay back for the rest of the season. We are requesting that no heavy construction or service vehicles use the roads until the surface is dry.
• The water was turned on Friday, April 12 and has not yet been treated or tested. This is generally completed in May.
• Grass cutting will be starting in late May, weather permitting. Please ensure your lot is cleared of any winter debris and is ready for cutting.

• Members who intend to rent their cottages during the summer are reminded they must inform the Board by June 1 of each year of their intention to rent. This information should be sent to the HHA Board office at 190 Arnett Ave., Summerside PE C1N 2N5.

November 30, 1201 New Photos Being Sought for Hebrides Photo Roll You may have noticed that the photo roll at the top of the Hebrides website homepage is getting a little stale. Do you have a photo of the Hebrides you would like to see added to this photo roll? If so, send it to Jim Randall at jarandall@upei.ca . Apparently, the minimum width must be 980 pixels to be posted.
November 30, 0926 Water Curbstop Guidelines In order to avoid the possibility of contamination, when a new or existing cottage hooks into the water main to install or replace their curb stop the following step must be followed. The cottage owner must inform the Board (President or Board member responsible for water system) prior to proceeding with the curb stop installation or replacement. The operator of our water system will be advised of this activity.

Curb stop repair or replacement requires that the water main be opened and the water shut off to a portion of the cottage subdivision.
